WHAT WE DO

POSITIONS

Below are some of the positions we support and helped develop.

SB1881 - LOCAL GOVERNMENT TAX COLLECTION

House Sponsor, Representative Zalewski

Allows for certain taxpayer information to be shared with third-party companies – protected by confidentiality agreements – so communities can double check they are collecting all local revenues as intended.

HB 2947: SALES TAX ACCOUNTABILITY

House Sponsor, Representative Zalewski

The ability for local officials to ensure they are fairly getting all local sales tax revenues is being stymied in Springfield. This bill could help change that.

HB 2958: SALES TAX COLLECTION

House Sponsor, Representative DeLuca
Senate Sponsor, Senator Hastings

In the past couple of years the State has moved to take more of locally imposed sales taxes from municipalities through the use of a collection fee. This bill would allow municipalities to opt out and collect it themselves.

HB 102: LOCAL GASOLINE TAX

House Sponsor: Representative DeLuca

In the past couple of years the State has moved to take more of locally imposed sales taxes from municipalities through the use of a collection fee. This bill would allow municipalities to opt out and collect it themselves.

HB 2919: SHORT-TERM RENTALS

House Sponsor, Representative Zalewski

Short-term rental services such as AirBnB are becoming more and more important to communities around Illinois. This bill would allow municipalities to regulate their use and collect tax revenues to ensure competitive fairness with its local hotels and motels.

HB 3359: VIDEO SERVICE TAX MODERNIZATION

House Sponsor, Representative Turner

The way consumers watch tv and entertainment is changing and with “cord cutters” becoming more and more common, municipalities need to shore upon declining revenues from cable franchise fees. This bill would cover satellite services and streaming content.

FOIA/CITIZEN PARTICIPATION

The state’s Freedom of Information Act, or FOIA for short, can inappropriately be used in retaliation to a governing body’s or official’s actions. This bill seeks to deter this use of FOIA while protecting media requests.

HJR 35: RESPONSIBLE BIDDER

House Sponsor, Representative Hoffman
Senate Sponsor, Representative Villivalam

A resolution which promotes the implementation of responsible bidder ordinances to ensure proper use of taxpayer dollars for projects.

HB 2460: SUSTAINABLE INVESTING POLICIES

House Sponsor, Representative Davis
Senate Sponsor, Representative Martinez

House Bill 2460 aims to help state and local governments by requiring those who manage public funds to adopt sustainable investment practices, to ensure risks of losses in the investments are minimized and long-term financial returns are maximized. Everyone wins with investments that are managed with sustainability in mind, especially taxpayers who expect their investments will go as far as possible to support governmental programs and services and the workers who provide them.
